Code

// Post types that get the author dropdown.
$wpide_author_filter_types = array( 'post', 'page' );

add_action( 'restrict_manage_posts', function ( $post_type ) use ( $wpide_author_filter_types ) {
    if ( ! in_array( $post_type, $wpide_author_filter_types, true ) ) {
        return;
    }

    echo '<label class="screen-reader-text" for="wpide-author-filter">Filter by author</label>';
    wp_dropdown_users( array(
        'name'            => 'author',
        'id'              => 'wpide-author-filter',
        'show_option_all' => 'All authors',
        'selected'        => isset( $_GET['author'] ) ? absint( $_GET['author'] ) : 0, // phpcs:ignore WordPress.Security.NonceVerification
        'capability'      => array( 'edit_posts' ),
    ) );
} );

Notes

Only users who can write posts appear. WordPress handles the filtering itself through the author parameter.
